This pattern is also called 54-40 or Fight. While the instructions of the quilt pattern dates circa 1930s, the name is from President Polk's wish to make a new norther border for the Oregon Territory at the 54°40′ north line of latitude in 1844. Polk's female supporters immortalized his campaign slogan, “54-40 or Fight,” with a quilt block pattern.
There is about a 90-year difference between Polk's slogan and when the pattern instructions were first published.
